HELLENIC ASSOCIATION OF CERTIFIED STOCKMARKET ANALYSTS-H.A.C.S.A.


The Hellenic Association of Certified Stockmarket Analysts(HACSA) is a non-profit association approved in virtue of 7115/02 decision of the Athens, Greece court of the first instance and registered with the serial number 24326 of the associations' book on the 27th of January 2003. The initial General Assembly that led to the establishment of HACSA took place on 1st October 2002.


Aims of the association

  • The upgrade and spread of financial analysis as a tool of valuation of any removable value, as a tool of investment valuation, as a tool of economic prosperity and social justice and progress.
  • The ethical, intellectual, scientific and social upgrade of its members, through the continuous improvement of individual and cooperative efforts and the enhancement of the level of the scientific knowledge of its members
  • The establishment or/and the participation in consulting committees or other organs/organisms that express thoughts in subjects that relate to financial analysis. These committees are established either through elections from the General Assembly, either through decision of Board of Directors after a special power of the General Assembly is given (for that purpose).
  • The protection and enhancement through any legal way of the professional, social and other fair rights of the associations' members and of the profession.
  • The strengthen of solidarity and the upgrade of cooperation among the members
  • The undertake of actions and initiatives that promote the role of analysts in the establishment of a state of information and transparency, and, therefore, in the efficient operation of capital markets.
  • The promotion of the role and the presence of the Hellenic Capital market in Greece and in foreign countries.
  • The promotion of the professional certification of executives/professionals and the participation, in cooperation with the Hellenic Capital market Commission or independently, in the certification process of analysts of the financial sector of the economy.
  • The safeguard of the liabilities of the members that come out from the capital market legislation and relate to the stockmarket analysis services and the active contribution to the establishment of a professional ethics Code of the certified analysts.

The duration of the association is 20 years and can be extended then through a decision of the general assembly.


Members

Members are partitioned in three classes/statuses:

Full members: Individuals that hold the stockmarket analyst certification granded by the Hellenic Capital Market Commission. Also individuals that hold masters degree (of at least 1-yr duration studies) or/and PhD in economics and have bachelor's degree in positive science plus two years of professional experience in stockmarket analysis or related subject till the date 31/12/2004. ü Individuals that hold bachelors degree in higher education institute (in Technology Educational Institute, in University or in an equivalent College) plus two years of professional experience in stockmarket analysis or related subject till the date 31/12/2004. After the end of the transitory period that ends on 31/12/2004, any full member that will not hold the professional certification will become automatically a non-full member.

Non-full members: Individuals that fill the qualifications of full members but live temporarily abroad. Also individuals that are holders of post-secondary level degrees (of at least 1-yr duration studies) in economics or hold a bachelors degree in positive science plus three years of professional experience in stockmarket analysis or related subject and do not hold the professional certification. Non-full members have identical rights and liabilities to these of full members except election rights (to elect or to be elected).

Honorary members: Individuals distinguished (for their service) in financial analysis. The nomination takes place after a proposal by the Board of Directors or after a proposal by a group of at least twenty (20) members of the association. Honorary members do not have election rights. It is possible a full member or a non-full member to be also a Honorary member.


Organisation

The association has four Managing Bodies/Committees. These are the General Assembly, the Board of directors, the Election Committee and the Members' Committee.

The Board of Directors

The Board of Directors, is a seven-member body. It consists of the Chairman (directly elected in that position by the Tactical Assembly) the Vice-Chairman, the Registrar, the Treasurer, The Special Secretary and two sole members. The Chairman has the power to represent the Association in front of any authority or individual. He is responsible for the fair application of

  • the statutes,
  • the decisions of the Board of Directors and
  • the decisions of the General Assembly.

The Election Committee

The Election Committee inspects and controls financially the Board of Directors.


The Members' Committee

The Members' Committee examines member issues (new entries, cancellations etc.).
